An Inclusive and Welcoming City: Honoring Oregon’s Sanctuary Promise

The City of Hood River is committed to fostering an inclusive and welcoming community while upholding Oregon’s Sanctuary Promise laws.
While federal immigration policies may shift, the Hood River City Council reaffirms its dedication to the values outlined in Resolution 2025-06 , adopted earlier this year. This resolution states
“We will continue to be a place of sanctuary and safety by nurturing a culture of trust between city government, immigrants, and communities of color so all residents feel safe in their neighborhoods.”
The City of Hood River and its Police Department do not enforce federal immigration laws or cooperate with immigration enforcement unless presented with a court order signed by a judge. Additionally, City resources will not be used for immigration enforcement purposes, and any information shared with the City will not be disclosed to federal immigration enforcement agencies or officials.
Despite the City’s commitment to inclusivity and the state’s Sanctuary Promise, the City is not informed of, nor has the authority to stop or interfere with immigration enforcement. As a result, some residents may not feel comfortable visiting City offices. To make interactions with the City easier, there are several options available that do not require entering the premises:
- Pay utility bills, parking permits and tickets, and traffic tickets online or by phone.
- Attend municipal court via Zoom. For questions, call 541-386-3942.
- Attend and address City Council, Planning Commission and Urban Renewal Advisory Committee, through Zoom. For information on public meetings, visit cityofhoodriver.gov/administration/meetings/.
