Message from the Mayor

Spring is popping up as I write this, and my thoughts turn to… housing! Two important updates: Mariposa Village and a recent federal court ruling.
First, the groundbreaking for Mariposa Village—a 130-unit affordable housing project on Rand Road—is expected this Spring. This fantastic project, years in the making, will make a meaningful impact on the shortage of housing for our lowest-income neighbors.
Second, we’ve just learned that the City has prevailed in a legal challenge to our regulations limiting short-term rentals in residential zones. While I’m frustrated that we must spend resources defending our ordinances, it is essential to preserve our housing supply for long-term residents. This legal victory is both significant and welcome.
In addition, I’ve had the opportunity to speak at several local forums about the threat of federal immigration enforcement activity in our community. Since 1987, Oregon has been a sanctuary state. It is against Oregon law for state and local law enforcement (including state police, city police, and county sheriff) to participate in immigration enforcement without a judicial warrant. While we cannot predict when or how federal agents might operate in Hood River—and our ability to protect our neighbors is limited—local law enforcement will not aid them. I want to emphasize this message: our police do not cooperate with ICE without a warrant from a judge. That said, the threat remains very real for undocumented community members, and unfortunately, local officials cannot shield you from federal action.
Lastly, thank you for your patience as ODOT continues installing ADA ramps throughout downtown and along Cascade Ave. We know the work is disruptive, but we appreciate your understanding. Work downtown is scheduled to be finished by Memorial Day weekend, and we look forward to the project’s completion.
Onward! Adelante! Mayor Paul
