Help Shape Hood River’s Development Standards
The Hood River Planning Department is seeking community input on updates to the City’s Development Code, which includes the Subdivision and Zoning Ordinances (Titles 16 and 17 of the Municipal Code). The Development Code sets the rules and regulations for how and where different types of buildings can be constructed, remodeled and used within the City of Hood River.
The City has been working with the consulting firm MIG since 2024 on this two-phase update process:
Phase 1 – Code Audit (Complete):
The Code Audit included recommendations to make the code consistent with State laws, and simplifying its use, understanding and administration. Additionally, a Diversity, Equity and Inclusion Assessment was developed to minimize inequities, barriers to opportunities, and disparities among different populations.
Phase 2 – Code Update (In Progress):
This phase focuses on preparing and adopting code changes to implement the recommendations of the Code Audit. Development Code updates are being drafted in four batches, or modules. The modules are organized to follow the structure of the State of Oregon’s Model Code for Small Cities.
Learn More and Participate
To gather feedback on various aspects of the code, the City is releasing a series of short Topic of the Week questionnaires. Responses from these questionnaires will be presented to City Council to help guide decisions on specific code requirements. Topics will include how the City notifies the public about proposed developments, development requirements, and ways to learn about new developments.
Head to cityofhoodriver.gov/planning/development-code-audit-and-update to learn more about the Development Code Update, and access the Topic of the Week. Previous week’s questions will remain available on the webpage until all feedback closes on January 28, 2026. You can also view a short video about this project, sign up for project updates, and submit comments or questions on the webpage. The City looks forward to hearing from you!
