Improvements to City Utilities

The City of Hood River is making steady progress on improving water, sewer, and stormwater infrastructure throughout the City. Most notably, the City recently completed a Water/Wastewater project on Columbia Street, as well as began Phase 4 of the Waterfront Stormwater Relocation project.
Columbia Street Utility and Roadway Upgrades Complete
The City is excited to be in the final stages of completion with the Columbia Street utility and roadway upgrades. Work began in Spring 2025 on Columbia Street between 8th and 10th Streets to replace aging water and wastewater lines, as well as improvements and repairs to the roadway, sidewalks, curbs and gutters.
The upgrades modernized essential underground infrastructure to remove leaded joints and replace lines that had reached the end of their service life, reducing the risk of leaks, service interruptions, and costly emergency repairs in the future. In addition to utility improvements, the street reconstruction improved grading and drainage to better manage stormwater runoff and enhance pedestrian safety.
The bulk of the work has been complete, with the project team finalizing sidewalk and landscaping work. The City of Hood River thanks local residents for their patience with disruptions during construction.
Waterfront Stormwater Relocation Begins Phase 4
The City has begun work on Phase 4 of the Waterfront Stormwater Relocation Project. This phase of the project primarily consists of installing a new 36-inch storm line, removing high spots in the area between the railroad tracks and I-84,and wetland restoration work to divert stormwater south of the wastewater treatment plant.
Previously, stormwater from the downtown area traveled through culverts under I-84 before entering a stormwater line. Originally installed in the 1960s, the old stormwater line had significantly deteriorated and posed risks to buildings constructed above it. In partnership with contractors, the City safely filled and decommissioned the outdated line, mitigating potential infrastructure issues.
Earlier phases of the project relocated stormwater infrastructure from beneath the Hood River Distillers building, the City’s wastewater treatment plant, and a Port of Hood River-owned building, and rerouting and replacing an aging stormwater line on Riverside Drive. The newly installed line now runs through the public right-of-way, and discharges into a new outfall at the Columbia River.
Once fully complete, stormwater will filter through vaults on Industrial St., then continue through the newly restored wetland area, where it will enter pipes leading to the Columbia River. Phase 5, the final phase of the project, will consist of installing the filtration vaults.
