City Seeks Input on TSP Amendments
The Transportation System Plan (TSP) is Hood River’s vision and guide for future transportation investments. Transportation investments support the health and economy of the community. Hood River’s TSP is the City’s long-range plan for motor vehicle, pedestrian, bicycle and transit projects and was last updated in 2011.

Amendments to the TSP are being prepared to address recommendations from the City’s Planning Commission and 18 months of public hearings that began in 2018 on the City’s Westside Area Concept Plan Report. That report examined connectivity for streets, transit, bicycle / pedestrian networks and parks / open space frameworks. Once completed, the TSP will be implemented by the City based on a financially constrained list of prioritized projects. The construction of projects may be completed by the City, private developers, and/or regional, state, or federal agencies, depending on the project.
The update is being prepared by DKS Associates, the traffic engineering team who assisted the City with the 2011 TSP as well as the Westside Area Concept Plan.
Proposed amendments to the City’s TSP include:
- Revisions and new designs for street classifications including Minor Arterial and Neighborhood Connector streets
- Amendments to maps in the TSP for the motor vehicle system including functional classifications and connectivity, as well as maps for pedestrian and bicycle systems
- Additions and revisions to projects lists for roads and intersections, off-street trails/paths, and other pedestrian and bicycle improvements
Public Comment
Due to the pandemic, a virtual “open house” will be held to gather additional input from the community. The site will remain open through February 28, 2021. Public hearings before the Planning Commission and City Council will be held prior to adoption of TSP amendments. The Planning Commission’s first public hearing on proposed revisions (File No. 2020-25) is scheduled on March 1. An online input form in English and Spanish will be available at the virtual “open house” for offering feedback.
