The Concept Plan Report was distributed to the City of Hood River Planning Commission at their meeting on January 16, 2018 (cover sheet, draft process road map).
The planning commission discussed revisions to the \”process road map\” during a second work session on February 20, 2018 (February 20, 2018 process road map).
On March 19, 2018, public hearings were opened by the City Planning Commission to: A) begin reviewing a set of proposed amendments to the City\’s Zoning and Subdivision Ordinances that are not associated with the Westside Area Concept Plan (File Nos. 2018-05 and 2018-06); and, B) begin the process of reviewing the Westside Area Concept Plan Report and making refinements to it, eventually resulting in amendments to the City\’s Comprehensive Plan and development code that may be applied in the Westside study area and throughout the city (File No. 2018-07). The March 19th hearing on the Westside Area Concept Plan Report (File No. 2018-07) was continued to May 21, 2018.
The May 21st hearing was continued to July 16, 2018.
The July 16th hearing was continued to August 20, 2018.
The City Council held a work session and received a progress update on October 10, 2018. The City’s planning commissioners participated in the discussion.
The Planning Commission’s August 20th hearing was continued to October 15, 2018.
The October 15th hearing was continued to November 19, 2018.
The November 19th hearing was continued to December 17, 2018, when the commission was expected to continue discussing the Land Use Framework including residential building forms and neighborhood characteristics. However, based on the case load on the Commission’s December 17th agenda, staff recommended an immediate continuation with no discussion of File No. 2018-07.
The December 17th hearing was continued to Tuesday, January 22, 2019.
The January 22nd hearing was continued to February 19, 2019.
The February 19th hearing was continued to March 18, 2019.

- A slide presentation was not prepared for the September 3rd hearing. Staff provided a brief summary of the City Planning Commission’s August 19th discussion. The Commission took testimony and deliberated over updating their recommendations to the City Council regarding land use and housing development.
The September 3rd hearing was continued to September 16, 2019.

The October 7th hearing was continued to October 21, 2019.
- PC recommendations for the Westside Area Concept Plan Report’s Parks & Open Space Framework – Draft 10-07-2019. The commission deliberated over these recommendations on October 21 and recommended updates to details as well as the format of the document.
On Monday, November 4, 2019 the commission deliberated further over their recommendations for the Westside Area Concept Plan Report’s Park & Open Space Framework.
Action on Legislative File No. 2018-07 was tabled.
