City Completes Third Phase of Waterfront Stormwater Relocation Project
The City of Hood River is pleased to announce the successful completion of Phase III of its Waterfront Stormwater Relocation Project. This phase focused on rerouting and replacing an aging stormwater line, moving it from private property north of Riverside Drive to a new location within the public right of way on Riverside Drive.
Originally installed in the 1960s, the old stormwater line had significantly deteriorated and posed risks to buildings constructed above it. In partnership with contractors, the City safely filled and decommissioned the outdated line, mitigating potential infrastructure issues.
Earlier phases of the project relocated stormwater infrastructure from beneath the Hood River Distillers building, the City’s wastewater treatment plant, and a Port of Hood River-owned building. The newly installed line now runs through the public right-of-way and discharges into a new outfall at the Columbia River.
Phase III also included the installation of manholes and catch basins, sidewalk and pavement restoration, erosion control measures, and coordinated traffic management to minimize disruptions during construction.
Looking ahead, the final phases of the project will focus on upgrading stormwater infrastructure in the downtown area and completing wetland restoration work. While construction for these phases is not yet scheduled, the City will share updates as planning progresses to keep the community informed and engaged.
Columbia Street Utility and Roadway Upgrades Underway

As part of the City of Hood River’s ongoing commitment to upgrading critical infrastructure, work has begun on Columbia Street between 8th and 10th Streets. This project focuses on replacing aging water and wastewater lines, as well as fully reconstructing the roadway, curbs, and gutters to improve long-term safety and durability.
Preliminary activity began with the relocation of gas lines by the local utility provider to prepare the area for the City’s construction work. Official construction by the City began in mid-April, and is anticipated to continue through mid-September depending on weather and site conditions.
The upgrades will modernize essential underground infrastructure to remove leaded joints and replace lines that are reaching the end of their service life. This will reduce the risk of leaks, service interruptions, and costly emergency repairs in the future. In addition to utility improvements, the street will be rebuilt with improved grading and drainage to better manage stormwater runoff and enhance pedestrian safety.
Residents in the area may experience intermittent traffic disruptions, noise, and limited access during active construction. The City appreciates the community’s patience and cooperation as crews work to complete this important infrastructure improvement project.
