Waterfront Stormwater Phase 3

Beginning in January 2025, the City of Hood River will complete the third phase of its Waterfront Stormwater Relocation Project. This phase involves replacing the old stormwater line at the waterfront and relocating it to a new site on Riverside Drive.
The stormwater line was originally installed in the 1960s to serve the waterfront and to carry runoff from culverts under I-84 into the Columbia River. The existing line in the waterfront area is deteriorating and causing issues that could potentially impact the buildings built above it. The first and second phases have already been completed. These phases included relocating the stormwater pipe from under the Hood River Distiller’s building, the wastewater treatment plant, and a building owned by the Port of Hood River. The new stormwater line was placed in the public right-of-way, supported by an easement granted by the Port of Hood River. Phase two also created a new outfall into the Columbia River. The final phases of the project will focus on upgrading stormwater infrastructure in the downtown area and conducting wetland work.
During the construction of phase three, Riverside Drive will be closed. However, the public will still have access to businesses and recreational amenities at the waterfront via Portway Avenue. The construction is expected to last through March and will include the installation of manholes, catch basins, sidewalk restoration, pavement restoration, erosion control, and traffic management.
