Meet the City’s New Fire Chief Josh Rogers

Hood River Fire & EMS welcomes new Fire Chief Josh Rogers. Rogers was selected after an extensive search process following Chief Leonard Damian’s announcement of his retirement.
Rogers received his Bachelor of Science in Fire Administration from Columbia Southern University and began his fire service career as a firefighter/paramedic in Hapeville, Georgia. Throughout his career, he has progressed through increasing levels of responsibility, most recently as the Deputy Fire Chief in the City of Dallas, Oregon where he has served since 2022.
Rogers is excited not only about the opportunity to lead the Hood River Fire & EMS Department, but also about living and serving in the Columbia River Gorge. Having grown up in Atlanta, he values the strong sense of connection of a smaller town and looks forward to being part of a close-knit community while supporting the firefighter and EMS professionals who serve it every day.
“I’m honored to join the City of Hood River and serve this community. I look forward to working collaboratively with city staff, community partners, and residents while supporting the dedicated firefighters and EMS professionals who protect and serve the City and surrounding communities, ensuring high-quality emergency services now and into the future.”
Outside of his professional responsibilities, Rogers enjoys hiking, visiting the coast, and cheering for his favorite sports team, the Atlanta Braves.
Please welcome Chief Rogers to Hood River Fire & EMS!

Thank you Chief Damian!
After 32 years in fire service in Oregon, Chief Damian has officially retired. During his more than nine years as Fire Chief for Hood River Fire & EMS, Chief Damian oversaw several significant initiatives including growing the number of full-time firefighters and paramedics, modernizing the ambulance billing processes, utilizing GIS data to enhance fire response, and more.
Chief Damian also successfully secured multiple grants for new equipment and personnel, including wildfire staffing grants and an Oregon Fire Service Capacity award. He prioritized safety, health, and wellness for staff, earning praise for his leadership, professionalism and compassion.
Thank you, Chief Damian for your service to Hood River and best wishes in your next chapter!
