Tribal Member Parking Fee Waiver

The City of Hood River is committed to being a welcoming and inclusive City, and advancing equity through its programs and policies. The City is also committed to being a good home, neighbor, and destination to and for Native Americans, and acknowledges the historic injustices that have resulted in the loss of land for Indigenous peoples throughout the nation. The City has established a parking fee waiver program for tribal members. Through this program, parking fees are waived for enrolled tribal members in the City of Hood River.

What are the options for receiving a parking fee waiver?

Enrolled tribal members of any federally recognized tribes in the United States are exempt from paying City of Hood River pay-by-plate parking fees. There are several paths available for tribal members to receive this fee waiver.

  1. Tribal License Plate – Any vehicle displaying a license plate obtained through a tribal DMV (Yakama, Puyallup, Spokane are some local examples) are automatically exempt from paying parking fees.
  2. Parking Pass – Individuals may obtain a parking pass (rearview window hanger) by presenting either their A) Tribal ID or tribal driver’s license issued by a federally recognized tribe, or B) Certificate of enrollment in a federally recognized tribe and matching valid ID, and their license plate number (must match the license plate of the vehicle it will be displayed in). Passes can be obtained either through the City of Hood River Parking Office, or through official outreach events. Parking passes are valid for the calendar year, and expire on December 31 each year.
  3. Parking Tickets Dismissal – Enrolled tribal members may have their parking tickets dismissed at City Hall by presenting their ticket and either their A) Tribal ID or tribal driver’s license issued by a federally recognized tribe, or B) Certificate of enrollment in a federally recognized tribe and matching valid ID.

Where and when can the fee waiver be used?

The fee waiver is valid only in City of Hood River Pay-By-Plate parking spots. It is not valid in City of Hood River permitted parking spots. All other parking restrictions remain in place including time limits, disabled parking, and loading zone restrictions. It is not valid for parking in other paid lots, for example those owned by the Port of Hood River and Mount Hood Railroad.
