
Water and sewer line replacement – 2021-22

The first phase of City of Hood River’s Water/Sewer Pipe Reconstruction plan to replace aged, deteriorated clay sewer pipes and lead-jointed drinking water pipe is nearly complete.
Location:
• PART ONE: Cascade Ave, 15th to 18th – Water & Sewer line replacement is complete. This project began in late August, 2021 with completion in mid-November, 2021 with final paving in 2022.
• PART TWO: Sherman Ave, Front to 6th, 9th to 12th, small section west of 13th – Water & Sewer Replacement Project – began in late October between 9th – 12th Street and is now completed in that section. Through April, crews worked in this section to form and pour ADA ramps, curbs and gutters. Sewer line work occurred on the eastern segment (between Front and 6th St). Beam Excavating placed no parking signs out ahead of their work area as they move along the street. Final paving and street striping for this project occur occurred in July.
• PART THREE: Prospect Ave, 1st to 7th – Water & Sewer Replacement Project. The final project in the first phase of the City of Hood River 2021-2022 Water / Sewer Line Replacement is nearing completion on Prospect Ave. between 1st and 7th streets. The installation of new waterlines will be followed by sidewalk and curb repairs, re-grading of the street, and final paving. A temporary delay occurred while Crestline Construction awaited delivery of additional manholes and materials, and completion is expected around November 7th.

The Cascade Ave. project includes construction of approximately 879 linear feet of new water main and services and 865 linear feet of new sewer main and services, as well as sidewalk, curb and guardrail replacement.
Beam Excavating was awarded the Cascade Avenue project with the low bid at $635,000. Both projects are in this year’s budget for Water Fund Capital Outlay.
The Sherman Ave. project includes construction of approximately 975 linear feet of new water main and services and 2,100 linear feet of new sewer main and services. Sidewalk, curb replacement, and street paving will also take place. Beam Excavating was awarded this project with the low bid just over $1.6 million.
The Prospect Ave. project includes around 2,035 linear feet of new water main and services, plus 1,604 linear feet of sewer main and services, sidewalk and curb surface restoration, and road reconstruction are included in the project. Crestline Construction is the City’s contractor for this project, awarded with the low bid just over $1.5 million. This project, also originally scheduled for August, was delayed due to necessary lead time for ordering quantities of PVC material. Since paving must occur in dry weather, this project began in February.
Multiple water-sewer projects are planned over the next 10+ years. Where possible, this work will use trench-less methods to minimize traffic disruption.
All City of Hood River clay pipes and lead-jointed waterlines are slated for replacement or rehabilitation by 2030. Despite their name, city-owned lead-jointed water lines pose no risk to public drinking water; however, they are past their useful life and mandated to be replaced.
