January 2, 2026

Following an extensive search process, the City of Hood River has selected four candidates to interview for the position of Fire Chief.

The search began after the Hood River Fire and EMS Department’s Fire Chief Leonard Damian announced his plans to retire early in the new year after 32 years in the Oregon fire service. During his over nine years as Fire Chief for Hood River Fire & EMS, Chief Damian has overseen initiatives to increase the number of full-time firefighter and paramedic staff, modernize ambulance billing processes, incorporate GIS data into fire response, and coordinate countywide procurement. He also successfully secured multiple grants for new equipment, and personnel including wildfire staffing grants and an Oregon Fire Service Capacity award. He has worked to improve safety, health, and wellness for staff, and his staff highlight his leadership as one driven by professionalism and compassion, with an open-door policy.

The City contracted with recruitment agency GMP Consultants to conduct the search for a replacement Fire Chief. Four candidates were recommended to advance to the interview stage.

Timothy Craig brings more than 30 years of experience, including service as Deputy Chief of Operations and Training with the Sisters–Camp Sherman Fire District. Most recently, he served as Course Coordinator and Lead Instructor for Brassroots Training Solutions. He holds a Bachelor of Science in Fire Service Administration and an Associate of Applied Science in Fire Protection Technology.

Charles Fletcher began his career with the City of Vancouver, Washington, advancing from Division Chief of Training to Deputy Fire Chief of Administration. Since 2023, he has served as Deputy Fire Chief and holds a Bachelor of Science degree, along with certifications in Hazardous Materials, EMT, ICS, MIMS, Blue Card Instructor, and Instructor II (ProBoard).

Kristan Maurer has more than 18 years of public service experience in the fire service. Most recently, she served for five years as Fire Chief of Clark County Fire District 6, preceded by three years as Assistant Chief of Logistics and Operations. Kristan holds a Master of Public Administration and a Bachelor of Science in Paramedicine.

Michael Rogers is currently serving as Deputy Fire Chief with Dallas Fire and EMS in Dallas, Oregon. He began his public service career in 2003 and has since served with both the Hapeville Fire Department and Dallas Fire and EMS. Michael holds a Bachelor of Science degree in Fire Administration.

A comprehensive interview process will be conducted on Sunday, January 4 and Monday, January 5. The City of Hood River appreciates the time and commitment of all candidates and panelists participating in this important recruitment process and looks forward to recruiting a Fire Chief who will continue the department’s strong tradition of service and partnership with the Hood River community.
