The Columbia-Cascade urban renewal district is Hood River’s oldest and most established district located in the downtown core area. After over 30 years in operation, the district stopped collecting tax in FY2019-20 and released over $125 Million in assessed property value to the general tax roles. Over the prior decades, the district utilized tax-increment financing to first revitalize downtown Columbia, Cascade, Industrial and adjoining streets to spur redevelopment of the old cannery complex area, followed by upgraded streets, sidewalks amenities and infrastructure from State Street north between Front Street and 7th Street. The district continues to fund final projects with remaining resources, this includes the signalization of 2nd & Oak Streets and district stormwater system enhancements.
