Changes to City Operations in Response to COVID-19.
In order to maintain a state of readiness and resiliency, the City Manager declared a State of Emergency under the provisions of HRMC 2.48. Changes to City operations enacted under this authority include:

All City offices are closed to the public as of 5:00 p.m. on March 17. The City continues all operations and staff can be reached by phone, email and online.
- Public Works, Police, and Fire/EMS are keeping normal hours and availability while taking necessary precautions in interfacing with staff and the public.

Water-shut offs and late payment fees, penalties, and interest suspended.
Per HRMC 2.48, the City Council will meet to ratify the State of Emergency on Thursday, March 19, 2020 at 10am. The meeting will broadcast virtually and the public is encouraged to attend remotely via a call in number. Meeting details and participation instructions will be posted at: cityofhoodriver.gov/administration/meetings/
Questions: During the declared State of Emergency, questions to City departments can be answered by phone or the “live chat” function on the City’s website. The City’s main phone number is 541-386-1488, while department direct lines can be found on the bottom of the website.
Online Payments: Utility payments, parking tickets and municipal court fines can also be made online at cityofhoodriver.gov/payment-center/. Anyone unable to make a payment due to the virus or office closures can defer through the end of the state of emergency with no penalty, interest or charges. All utilities and other services will continue regardless of a customer’s ability to make payment. In-person Municipal Court appearances are delayed until at least May 19th.
